Here are some reasons why this might happen:

• Most likely the size of the photo is too small. Your photo must be at least 100kb in size.
• It might be your photo is not a JPEG, PNG or GIF.
  

If this happens save you application so you can come back to it later and take your time to find the right photo, or take new photos.
